A huge dam has been built on the Bhagirathi river in Tehri, in which the entire Tehri city and many villages near it were submerged. People who were earlier attached to their homes and businessmen suddenly faced the problem of displacement. The story of 'Maati Wali' is also related to this problem of displacement.

The old ‘Maatiwali’ is distributing red mud from house to house in the entire Tehri city and that is how she survives [Red mud is used for whitewashing the houses. Wearing an old cloth round cushion on her head and a canister of soil on it, she sells soil from door to door. People of the entire city know her by the name of Matiwali. One day when she reached a house after selling clay, the landlady gave her two rotis. The soil woman tied one of the chapatis with a dirty cloth on her head. By then the mistress came with tea. The tea in the old brass glass started steaming after blowing the clay. The maid said that no one has such old things left in the entire market, to which the mistress said that these are the things of ancestors. Who knows with what hardships these must have been purchased. Now people don't respect them. Attachment to one's own thing is very bad and attachment to Tehri is also like that.

Mati Wali said that those who have land or property can find somewhere to stay, but what will happen to homeless child laborers like Mati Wali? That day the soil lady had delivered soil to two-three houses and packed three rotis and brought it for her old husband. He sits in this hope every day. Today she had also bought onions for him that she would crush and give him along with the roti. When she reached home, she found that the old man was dead.

Saheb, who settled the people uprooted by Tehri Dam, asked Matiwali to bring the certificate of where she lives, but she did not have any such certificate. She kept digging and selling soil from the clay mine all her life. Matakhan also did not have any papers in his name. In such a situation he did not get government help. Tehri Dam started filling. People started running away from their homes in panic, the crematoriums built in the lower part started sinking first. Mati Wali, who had become mentally disturbed, was telling people outside her hut – “The crematorium of a poor man should not be destroyed.”

टिहरी में भागीरथी नदी पर बहुत बड़ा बाँध बना है जिसमें पूरा टिहरी शहर और उसके पास के अनेक गाँव डूब गए। पहले जो लोग अपने घरो, व्यापारियों से जुड़े थे उनके सामने अचानक विस्थापित होने का संकट उपस्थित हो गया ।’ माटी वाली ‘ ( Maati Wali ) कहानी भी इसी विस्थापन की समस्या से जुड़ी है।

बूढ़ी ‘माटी वाली ‘ पूरे टिहरी शहर में घर-घर लाल मिट्टी बाँट रही होती है और उसी से उसका जीवन चलता है [घरो में लिपाई-पुताई में लाल मिट्टी काम आती है। एक पुराने कपड़े की गोल गद्दी सिर पर रखकर उस पर मिट्टी का कनस्तर रखे हुए वह घर-घर जाकर मिट्टी बेचती है ,उसे सारे शहर के लोग माटी वाली के नाम से ही जानते हैं। एक दिन माटी वाली मिट्टी बेचकर एक घर में पहुँचती है तो मकान मालकिन ने उसे दो रोटियां दी । माटी वाली ने उसमें से एक रोटी अपने सिर पर रखे गंदे कपड़े से बाँध ली | तब तक मालकिन चाय लेकर आ गई। पीतल के पुराने गिलास में माटी वाली फूंक -फूंक कर चाय सुड़कने लगी। माटी वाली ने कहा कहा कि पूरे बाज़ार में अब किसी के पास ऐसी पुरानी चीजें नहीं रह गई हैं जिस पर मालकिन ने कहा की यह पुरखो की चीज़े हैं। न जाने किन कष्टों के साथ इन्हे खरीदा गया होगा | अब लोग इनका कदर नहीं करते। अपनी चीज़ का मोह बहुत बुरा होता है और टिहरी का मोह भी ऐसा ही है।

माटी वाली ने कहा कि जिनके पास ज़मीन या कोई संपत्ति है उन्हें कोई ठिकाना मिल ही जाता है लेकिन माटी वाली जैसे बेघर –बाल मजदूरों का क्या होगा ? माटी वाली उस दिन दो-तीन घरों में मिट्टी पहुँचाकर तीन रोटी बांधकर अपने बुड्ढे पति के लिए लायी थीं। वह रोज़ इसी आस में बैठा रहता है। आज वह उसके लिए प्याज भी खरीद लायी थीं कि कूटकर रोटी के साथ दे देगी | घर पहुंची तो पाया की बूढा मर चूका है।

टिहरी बाँध से उखड़े लोगों को बसाने वाले साहेब ने माटी वाली से पूछा की वह जहाँ रहती है वहां का प्रमाण -पत्र ले आये पर उसके पास ऐसा कोई भी प्रमाण – पत्र नहीं था । वह तो सारी ज़िन्दगी माटाखान से खोदकर मिट्टी बेचती रही । माटाखान का भी उसके नाम कोई कागज़ नहीं था। ऐसे में उसे सरकारी मदद नहीं मिली। टिहरी बाँध भरने लगा | लोग अफरातफरी में घर छोड़कर भागने लगे , निचले भाग में बने शमशान पहले डूबने लगे | मानसिक रूप से विक्षिप्त हो चुकी माटी वाली अपनी झोपड़ी के बाहर लोगों से कह रही थीं – “गरीब आदमी का शमशान नहीं उजाड़ना चाहिए।”
