कहानी दो मुख्य पात्रों, कासिम और अहमद के इर्द-गिर्द घूमती है। कासिम एक किसान था और उसकी नजर अहमद के कुएं पर थी और इससे उसे अपने खेत में पानी ले जाने में मदद मिलती थी। जब भी कासिम अहमद के कुएं में जाने की भीख मांगता, अहमद ने मना कर दिया। अंत में एक दिन अहमद ने कासिम को सुझाव दिया कि वह उससे एक कुआं खरीद सकता है। कासिम को यह विचार पसंद आया, जिसे वह लाभकारी समझता था, इसलिए उसने अपनी सारी बचत में से एक कुआँ खरीद लिया।

अगले दिन कासिम अपने कुएं पर गया (या तो उसने सोचा) और पानी खींचने के लिए एक जलसेतु खींचा। अहमद ने उससे पूछा कि उसने अपनी उपस्थिति में पानी को छूने की हिम्मत कैसे की और उसने आगे कहा कि उसने केवल कुआँ उसे बेचा था और कुएँ का पानी अभी तक उसका नहीं था। उसने यह भी सुझाव दिया कि कासिम हर दिन उसके लिए अलग से पानी का भुगतान और उपयोग कर सकता है, और चौंक गया कासिम काजी के पास दौड़ा, जिसने तर्क को धैर्यपूर्वक सुना।

क़ाज़ी की बुद्धि का एहसास तब होता है जब वह अहमद से कहता है कि उसे कासिम की संपत्ति में अपना सामान, यानी पानी रखने का कोई अधिकार नहीं है। उन्होंने कहा कि पानी तुरंत निकाल दें या कासिम को दैनिक किराया दें, जिसके बाद कासिम उसे कुएं का उपयोग करने की अनुमति देगा। भ्रमित अहमद दंग रह गया। लेकिन कासिम, एक उदार व्यक्ति, ने कभी भी अहमद को "किराए पर" रखने की जहमत नहीं उठाई।

‘विहिरीतील पाणी’ ही कथा कासिम आणि अहमद या दोन प्रमुख पात्रांभोवती फिरते. कासिम हा शेतकरी होता आणि त्याचा अहमदच्या विहिरीवर डोळा होता आणि त्यामुळे त्याला त्याच्या शेतात पाणी वाहण्यास मदत होणार होती. प्रत्येक वेळी कासीम अहमदच्या विहिरीत जाण्यासाठी विनवणी करायचा, त्याची विनंती अहमदने फेटाळली. शेवटी एके दिवशी अहमदने कासीमला सुचवले की तो त्याच्याकडून विहीर विकत घेऊ शकतो. कासीमला ही कल्पना आवडली, जी त्याला फायदेशीर वाटली, त्याने आपल्या सर्व बचतीतून विहीर विकत घेतली.

दुसऱ्या दिवशी कासीम स्वतःच्या विहिरीवर गेला (किंवा त्याला वाटले) आणि पाणी काढण्यासाठी एक जलवाहिनी काढली. अहमदने त्याला प्रश्न केला की त्याच्या उपस्थितीत पाण्याला स्पर्श करण्याची त्याची हिंमत कशी झाली आणि पुढे त्याने पुढे सांगितले की त्याने फक्त विहीर त्याला विकली होती आणि विहिरीतील पाणी अद्याप त्याच्या मालकीचे नाही. त्याने एक सूचना देखील पुढे केली की कासीम त्याला दररोज पाण्यासाठी स्वतंत्रपणे पैसे देऊ शकतो आणि त्याचा वापर करू शकतो आणि धक्का बसलेला कासीम काझीकडे धावतो ज्यांनी युक्तिवाद धीराने ऐकला.

काझीच्या शहाणपणाची प्रचिती येते जेव्हा तो अहमदला सांगतो की त्याला त्याच्या वस्तू ठेवण्याचा अधिकार नाही, म्हणजे कासीमच्या मालमत्तेतील पाणी. तत्काळ पाणी काढून टाका किंवा कासीमला रोजचे भाडे द्या, त्यानंतर कासीम त्याला विहीर वापरण्यास देईल, अशा सूचनाही त्यांनी दिल्या. गोंधळलेला अहमद अवाक झाला. पण उदार माणूस असलेल्या कासीमने अहमदला ‘भाड्यासाठी’ कधी त्रास दिला नाही.
