Because of the summer heat, all the roads become rough and hot, and after a long time when the rains come it becomes very 'beautiful' and pleasant. Therefore, the poet emphasizes on the line, 'How beautiful the rain is!'

In the second paragraph, the poet describes the sound of rain in detail. When it is falling down, it feels like a horse's hooves. Not only this, due to heavy rain, it seems that one has to struggle to come out of the spout. In the next paragraph he continues to describe the motion of sound and rain. They say, when it's falling on the window panes, it's quite 'quick fast and wide' and the water is completely muddy and when it flows down the creek, it looks like a stream :
'With a muddy tide,
The gutter roars like a river...'

In the last paragraph the poet describes how pleasant and comfortable this rain is for the sick, who are forced to stay in themselves for their health. He can feel the joy of the rain, he can see the 'twisted brooks'. Although he is sick inside, he can still feel the calmness of the rain from inside.

The basic idea of the poem is that rain is like a blessing after a long, hot season. It can also produce a soothing effect on a sick person. Everything is calming down and everyone is feeling the joy of the rain.
