AG Gardiner (1865 - 1946) in his essay 'The Rule of the Road' explained what true freedom is. He begins by giving the example of an old woman who insisted on walking in the middle of the street in Petrogard instead of on the sidewalk. He argued that now he has got the freedom to do so. He did not realize that like him, the cab-driver also had the right to drive on the footpath. If this happens, there will be traffic jams and chaos everywhere and no one will be able to reach their destination on time. Such individual liberty would result in complete anarchy in the society.

The author believes that nowadays people are getting intoxicated with freedom, which is very dangerous. So we must understand the rule of the road. This means that in order to preserve the liberty of all, the liberty of all must be curtailed. The traffic policeman should be taken as a symbol of freedom and not as a symbol of anarchy when he is controlling the traffic. Some reduction in personal liberty is necessary so that everyone can enjoy a social order that makes freedom a reality because freedom is not just an individual matter but a social contract as well.

If a person's freedom does not affect the freedom of another, he can do as he pleases. For example, he can wear clothes of his choice, wear shoes or walk barefoot, support long or short hair. He may follow his imagination by sleeping late or waking up early. He doesn't need anyone's permission in such things. But the moment his personal liberty starts affecting others, it should be restricted. If he doesn't disturb his neighbors, he can play his musical instrument as loudly as he wants. But he must ensure that his actions do not encroach upon the freedom of other people.

The author gives another example of a man who got into a train and troubled him with his sharp talk when he was trying to read a blue-book. The man spoke loudly and pompously with his friend and forced the author to stop reading. The author did not object, lest he be considered a very rude fellow. He feels that due consideration for the rights and feelings of others is the foundation of social behaviour. He is of the view that women are less civilized than men in this regard. This is because men are better trained than women in the give and take of social interactions because they live more in the wider flux of the world. He has learned from his school life, his club life and sports. But women are not enjoying these things.

The author believes that it is also important to preserve the rights of little people and quiet people. Motorists have no right to disturb others by intentionally and noisily. Similarly, one should listen to his gramophone inside his house while maintaining confidentiality and not disturb his neighbours. The fact is that in this complex world of ours, we can neither be wholly anarchists nor wholly socialists. We should have a rational mix of both. We should also protect our freedom and our social freedom. This can be done by following the rule of the road. Great moments of valor and sacrifice are rare in life. So only small habits of social behavior can make our life sweet or bitter.

लेखक का मानना है कि आजकल लोग आजादी के नशे में धुत होते जा रहे हैं, जो बहुत खतरनाक है। इसलिए हमें सड़क के नियम को समझना चाहिए। इसका मतलब है कि सभी की स्वतंत्रता को बनाए रखने के लिए, सभी की स्वतंत्रता को कम किया जाना चाहिए। यातायात पुलिसकर्मी को स्वतंत्रता के प्रतीक के रूप में लिया जाना चाहिए न कि अराजकता के प्रतीक के रूप में जब वह यातायात को नियंत्रित कर रहा हो। निजी स्वतंत्रता में कुछ कटौती आवश्यक है ताकि हर कोई एक ऐसी सामाजिक व्यवस्था का आनंद उठा सके जो स्वतंत्रता को वास्तविकता बनाती है क्योंकि स्वतंत्रता केवल एक व्यक्तिगत मामला नहीं है बल्कि एक सामाजिक अनुबंध भी है।
