In the present essay, Jai Prakash Narayan stresses on the importance of maintaining national unity to resist foreign rule. He considers the term national integration as a misnomer, as not all elements of the nation were interested in the freedom struggle. According to him, only the people had any real interest in the anti-imperialist struggle and hence, the need of the hour was to organize the people to rise against the forces of imperialism.

1857 is written in red letters in the history of our country. Whereas in 1857 Mangal Pandey started the Sepoy Mutiny and in 1885 the Indian National Congress was established. The purpose behind both these events was to initiate and give impetus to India's freedom struggle. 1857 saw an open and armed struggle for sovereign power and 1885 saw an act of humble petition. The establishment of the Indian National Congress can be called 'the beginning of the formulation of India's demands'. Nationalism means different things at different times. The difference lies not only in its purposes but also in its human content. In 1857 the feudal chieftains and their soldiers were 'nationalists'. In 1885, seventy-two persons from the middle class, including retired government servants, agreed to take forward India's struggle for independence.

Neither the feudal chieftain who fought in 1857 nor the Babu who founded the Congress in 1885 were involved in the whole country. At the same time, they did not stand for all the classes and groups within it. It would have been funny to 'unite with the babus' in 1885 demanding 'seats' in councils for the peasants and more jobs for the English-educated. Thus, we see that a 'nation' does not really mean the whole nation, nor does nationalism include the interests of all classes and groups. Different classes make up the 'nation' and give expression to nationalism at different times. Which class or group will play this role at a given time depends on the circumstances of history and the structure of society.

Indian nation is made up of princes, industrialists, bankers, traders, farmers, laborers etc. Nationalism does not mean the same thing for all these classes. The freedom of one of them is not the same as the freedom of the other. Nor is the way they fight for freedom the same for all. For princes, independence meant absolute sovereignty that could be won on the battlefield. The landlords of India are largely a product of British imperialism. Big landlords have always stood by imperialism. Nationalism has no meaning for these people, they want jobs in higher services. They also want to maintain the balance of power by acquiring political power. For industrialists, nationalism means complete freedom to exploit the country's resources to create their own destiny. To do so, they need a great deal of control over the state. The Indian industrial class grew up under the protection of imperialism. It is completely at its mercy, both economically and politically. It has no other foreign backing.

Thus first of all, Indian industrialists are unable to resist imperialism. Secondly, they will be satisfied with the facilities of economic development. Third, they will support nationalism only if it aims at putting them in the seat of power. Here is the third violation of national unity. Moreover, India is the land of farmers. If Indian nationalism has any meaning, it must mean the freedom of the peasantry. It is freedom from exploitation whether it is exploited by brown or fair skin. As far as the method of struggle is concerned, the peasants have always been familiar with the direct method. Such an action is as dangerous for the foreign oppressor as it is for the native. It is necessary in the national interest that the farmers should not be aware of their economic and political fate. The freedom of the worker means freedom from the slavery of wages by social ownership of the means of production. Like the farmers, the weapon of the laborers is also a direct action. They should also not become class-conscious, so that national unity can be maintained.

Thus the decline of nationalism is not the same for all sections of the nation. National unity means that the lower classes must fight imperialism so that they do not exploit their freedom but can put the zamindars on the throne. Thus national unity can be maintained only at the cost of public consciousness.

इस प्रकार सबसे पहले, भारतीय उद्योगपति साम्राज्यवाद का विरोध करने में असमर्थ हैं। दूसरे, वे आर्थिक विकास की सुविधाओं से संतुष्ट होंगे। तीसरा, वे राष्ट्रवाद का समर्थन तभी करेंगे जब उसका लक्ष्य उन्हें सत्ता की सीट पर बिठाना होगा। यहां राष्ट्रीय एकता में तीसरा उल्लंघन है। इसके अलावा, भारत किसानों की भूमि है। यदि भारतीय राष्ट्रवाद का कोई अर्थ है तो उसका अर्थ किसानों की स्वतंत्रता होना चाहिए। यह शोषण से मुक्ति है चाहे यह शोषण भूरी या गोरी त्वचा द्वारा किया जाता है। जहाँ तक संघर्ष के तरीके का सवाल है, किसान हमेशा से ही प्रत्यक्ष तरीके से परिचित रहे हैं। ऐसी हरकत विदेशी उत्पीड़क के लिए उतनी ही खतरनाक होती है जितनी कि देशी के लिए। राष्ट्रीय हित में यह आवश्यक है कि किसान अपने आर्थिक और राजनीतिक भाग्य के प्रति जागरूक न हों। श्रमिक की स्वतंत्रता का अर्थ है उत्पादन के साधनों के सामाजिक स्वामित्व द्वारा मजदूरी की दासता से मुक्ति। किसानों की तरह मजदूरों का हथियार भी सीधी कार्रवाई है। उन्हें भी वर्ग-चेतना नहीं बनना चाहिए, ताकि राष्ट्रीय एकता बनी रह सके।

इस तरह राष्ट्रवाद का पतन राष्ट्र के सभी वर्गों के लिए समान नहीं है। राष्ट्रीय एकता का अर्थ है कि निम्न वर्गों को साम्राज्यवाद से लड़ना चाहिए ताकि वे अपनी स्वतंत्रता का शोषण न करें बल्कि जमींदारों को सिंहासन पर बिठा सकें। इस प्रकार जन चेतना की कीमत पर ही राष्ट्रीय एकता को कायम रखा जा सकता है।
