Dolphins begin by speaking in the other person. The use of another person's voice helps to establish a closeness between the reader and the creature to create a sense of familiarity and intimacy. However, everything he says beyond the third line of the poem is in the first person plural. It's surprising as it leaps into the world of dolphins who are forced to speak from their point of view about the effects of imprisonment by humans.
