कविता एक झुग्गी बस्ती में स्थित एक स्कूल में पढ़ने वाले बच्चों की दयनीय स्थिति के विस्तृत विवरण के साथ शुरू होती है। ये बच्चे कुपोषित और बीमार हैं। कवि उनकी तुलना जड़ रहित खरपतवारों से करता है। ऐसा लगता है जैसे उनका शारीरिक और मानसिक विकास रुक गया हो।

उनका वास्तविक दुनिया से कोई लेना-देना नहीं है। ये बच्चे अकुशल, भूखे, कमजोर और दुर्बल हैं। वे बोनी हैं और गरीबी और बीमारियों की विरासत को आगे बढ़ाते हैं। वे पूरी तरह निराशा के माहौल में जी रहे हैं। उन्हें अपनी कक्षा की दीवारों पर टंगे चित्रों के माध्यम से बाहरी दुनिया की एक झलक दी जाती है। ये उन्हें बिलकुल अर्थहीन लगते हैं।

दीवार पर लगा नक्शा एक ऐसी दुनिया की घोषणा करता है जो विशाल और असीम है लेकिन इन बच्चों की दुनिया झुग्गी-झोपड़ियों तक सीमित है। शेक्सपियर, घाटियों, इमारतों, गुंबदों आदि की तस्वीरों का इन झुग्गी-झोपड़ियों के बच्चों के लिए कोई मतलब नहीं है। ये सब उनके लिए संदर्भ से बाहर हैं।

अंतिम छंद में कवि निरीक्षकों, आगंतुकों और राज्यपालों से इन बच्चों के प्रति अपनी नैतिक जिम्मेदारी का एहसास करने का आग्रह करता है। उन्हें इन बच्चों को गरीबी के बंधन से मुक्त करने और उन्हें समान अधिकार और अवसर सुनिश्चित करने के लिए कुछ करना चाहिए। उन्हें अच्छी शिक्षा प्राप्त करनी चाहिए और वास्तविक दुनिया का हिस्सा बनना चाहिए जहां उन्हें सामाजिक समानता का अधिकार होना चाहिए।
